need understanding of the purpose of the chill water valve on a airhandler being placed in the return and not the supply could someone explain. and also should the cooling coil on the airhandler always be flooded with water meaning that it can never be half way filled.

taking a guess and saying they keep coil flooded to reduce scaling due to oxidation in partially filled coil. i believe some ice maker companies do this in water cooled condensers for this reason.
