The other day I cam home and my downstairs AC was out. The panel for the unit was blank. I reset the breaker and it came back on. It's not working again today, but the breaker is not tripped. I reset the breaker anyhow and that did nothing. What are my next steps to figure this issue out?

use good HVAC safety practices, trouble shooting and test equiptment to find the problem.

What are some of the first troubleshooting steps to identifying an issue like this?
I checked for power at the control panel as per the documentation and there is none. If the breaker isn't tripped, what else could cause a loss of power to the panel?

What do you do for a living? If you don't want to pay a tech-maybe you can barter. Why would you ask for advice when the consequences of an error could cause hazard or loss-of-life? This is not a D-I-Y item. Changing filters, washing condenser(after turning breaker off and not restarting for 10-20 minutes after hosedown), maybe- but an electrical/control issue is not. You mention a panel- is it a circuit board with a "power" led indicator? How much would you save if your troubleshooting cooked that board?
This is what we do for a living, with tooling and training and insurance.
