Compressor currant draw?

Customer has a one year old seer12 heatpump that seems to have a huge currant draw. It puts such a load on the system that it kicks out once the compressor tries to start. When I disconnect the condensor fan and let the compressor start it works just fine. I can then reconnect the fan once the compessor is running and the system performs flawlessly untill it has to cycle again. All the lugs are clean and tight and proper AWG. Do I need a starter kit for this system or is the compessor going south?

One would assume if your a tech that you have checked the capacitors? amp draw on the fan as well as compressor? Give us some more info before you condemn it.
