I was taught to change them once the Initial (new, clean) Pressure Drop has been doubled. After the Initial Pressure Drop doubles the filter loads up very quickly and if you wait too long after this point you will have a completely clogged filter.
Measure the Initial PD or get this info from the filter manufacturer. Mark the I.P.D at the gauge for reference.

Will an ADDITIONAL 1" of dP create a lower than acceptable air flow condition?
Did you determine dP s and air flows at start-up?
Do you monitor (i.e. daily { or appropriate innterval }WRITTEN chart ) 95% filter dP and associated air flow?
______ Solution is TOTALLY DEPENDENT on YOUR Specific application.
