Like frigetater said. The valve also works on pressure made by the compressor running.

you need a minimum of 75psi to properly close the valve, you have a compressor problem or a leaky valve..

The click that you hear is the little solenoid mounted on the valve. That changes the flow of the high side refrigerant through the little cap tubes from one side of the slide piston to the other causing the piston to move and change the refrigerant flow. Look at the valve and you will see what I mean. The piston has nylon gaskets and is a pretty tight fit.

As the previous guys said, you need sufficient pressure to operate the valve. If the charge is ok then the likely problems are the valve is stuck due to debris inside, there is a small 'dent' in the side of the body or there is a plugged cap tube. In any event, you need a new valve.

You have to be gently with these valve. The body is made of copper and any 'ding' in the side will jam the piston due to the close tolerances.

wrap valve body in a wet rag when brazing in. your not to exceed 450F or damage will occur
