I live in a rental house that has all electric baseboard heat (original to the mid 70's construction) and we are part of a mandatory test group for new bracketed energy rates that will greatly increase our bill. We were considering upgrading the baseboards (already replaced all lights bulbs and have low energy appliances such as TV's). I am wondering if the energy consumption of 2011 baseboard units is much different than what we have now. Thoughts?
Ah no, strip of today is no more eff than 40 years ago.

If you really sit down and think about it, electric heaters are 100% efficient. meaning 100% of the electrical energy used is converted to heat, about the only thing that has really changed would be the distribution of the heated air, otherwise I would say no mindblowing advances have been made since forever.
BTU's is BTU's when it comes to electric heat....
