have some 3 way valves that are mounted where the pin moves up and down horizontally.
preferably, the pin should move vertically. but in this situation there is no room for actuator on top of the pipe
is the flow in the 3-way valve impacted when pin moves in a horizontal position?

Just installed (2) SIEMENS 3 ways this morning Pneumatic Actuators and in their instructions it notes
Mounting and Installation
.
• For best performance, install the valve assembly with the actuator above the valve body. The valve and actuator can be installed in any position between vertical and horizontal. Siemens Building Technologies does not recommend installing the valve assembly so that the actuator is below horizontal or upside down.

Not with any I have come across. I prefer stem up, but stem horizontal is ok. Stem down in a no no. You don't want debris settling at the packing.
