Flow Cross Backwards

What would be the affect of a flow cross on a VAV supply or exhaust box installed in the opposite direction of airflow? Would the cfm readings,differential pressure readings be way off? I came across an exhaust vav installed backwards.

with the small intake and larger discharge ( this is VAV and not a VVT damper) how would that be possible?
