and a technician had to bleed the line to start the boiler, could this be caused by anything other than running out of oil?

Well if a single line system, that would do it!! [running outa oil]
A cracked fitting will leak air, a split in the copper, and so on. Loose joint somewhere.
A two line system is self priming and will start right off. [my favorite!]
