Chiller Bypass Valve

In a constant flow 2-way valve + Bypass line chilled water system, the bypass valve normally needs to be a linear globe valve. However, I have seen that a lot of these valves are non-linear valves (equal percentage valve in most cases).

Does anyone has the similar experiences and could possilbly explain this?
