Iwas told today 3 phase equip does not have seer rating...is this true?

Not true. Systems of 5 tons or less will have a SEER rating, even if they are 3 phase.

However, equipment over ~5 tons will be rated in EER (energy efficiency ratio) and IPLV (integrated part load value) which are similar. They just require you to work a little more to compare systems.
