Cigar store ventilation

We've been asked to install a new A/C system into what will be a cigar store, here in S. Florida. Everyone is talking about extractor fans and outside/ makeup air vents and dampers etc.
My question is, if we were simply to install two smoke eaters that completely eliminate the smoke via filtration, do we need anything else?

I am sure there is information on this somewhere, just not sure where to look... One might google 'cigar stores' or 'AC in cigar stores'... and poke around to see what one can find.

If it were me, I would design a system that incorporated some fresh air as part of operation... and add it as an option. (Personally I would write the proposal with the nicer system and option to an economy system without fresh air).
