p38002 reset volume controller

Having trouble setting up a JC P38002 reciever controller for a reverse acting NO cool only VAV. Unable to achieve more than 3psig to actuator no matter what position pick up lines are in. Control has 15psig supply pres. and 15 psig from t-stat any incite would be greatly appreciated

Are you setting it with a static pressure gauge on the supply side of the vav? Does it have a reversing relay?

Assuming the controller is ok, locate or download the setup procedures and follow exactly. Setup can be persnickety.

leakiy tube or actuator, did you pinch her off to check that?
