New Trane A/H fan

I recently had a 4 ton Trane XR 15 with a 2/4EE variable speed air handler installed in my home. When I tried to use the fan only it would work at very low speed and not get any faster. When the tech looked at it he said that it was running at its slowest speed, which is barely perceptible. He said that it would not run faster in just fan mode. I question that it will not run any faster. Is this common with Trane air handlers? Fan speed in heat mode is fine and have not had any hot weather to try out the AC side. Have you had similar or different experiences?

Its running at 50% of its high cooling speed as it should when the stat is set to fan on. When it gets a call for cooling, it will run at the speed it is set for.
