No I think it is a 3 ton (see below).

These older lennox models didn't follow the BTU format that we normally use:

24 - 2 ton
36 - 3 ton ect. ect......


This was taken from an old lennox manual - CB29 series, not CB19 (which was even older).

Nominal Cooling Capacity

21/26 = 1.5 to 2 tons (5.3 to 7.0 kW)
31 = 2.5 tons (8.8 kW)
41 = 3 tons (10.6 kW)
46 = 3.5 tons (12.3 kW)
51 = 4 tons (14.1 kW)
65 = 5 tons (17.6 kW)
