In Sacramento, the above humidity with outdoor temps at 99 degF and indoor temps of 78 degF, I have a sweaty suction line but no condensate from the coil. Does that make sense with the above data?

the 19% is indoor or outdoor RH?

if the indoor Rh was that low you need a coil temp down just above freezing to get any water to condense. I would wind up the air flow a bit

The Trane touchscreen thermostat states 41%.

you should get something that measures temp and humidity in and out
where are you getting 46 DP from? I misread it thinking it was a 46 dry bulb off of the coil, I guess you mean it is a dew point, but of what?

does the air handler fan run all the time while the compressor cycles on and off?

I have the fan set to circ on the thermostat, it runs approximately 20 minutes of every hour.
The RH 19% and DP 46 F are from the weather web site for Sacramento. My indoor RH 41% is read from the thermostat.

Okay, then the DP did not match the 99F and 19%
46 is a pretty low dewpoint so outdoor air infiltrating into your home will dry out your house. A fresh air intake to your return air will do the same thing.
Anyways, 77F and 41% RH will have a dewpoint around 51.5F, your coil runs colder than that, and even proved by the fact that the suction line is sweating
It sounds like it is very cold in fact if it is sweating outside.
So if you are not a tech, you should get it checked out.
As far as no condensate, could be a few things, but if that blower runs for a good ten minutes on the circ fuctcion, it will re-evaporate any water on the coil and even a small amount that starts building up in the drain pan.
I would get a tech out to check that you have the right charge and the right amiount of air flowing. I would set the fan to 'auto' and let it just come on and off with the compressor as well, should see some water draining then

41% RH inside sounds FINE.
Between VERY Quick evaporation of MINIMAL Condensate and 20 minute / hour circ, you are not going to notice any drain pan accumulation.
