Portland, OR tech?

Anyone know a competent tech. in the Portland, OR area, who can adjust my A/C to make the thing work properly? First company was not successful...Refrigerant levels are apparently OK, yet the air has a 10 degree delta T (unlike the 25 degree delta T I get on my bottom floor system). Anyway, the tech. would have know know what an EPR valve is...extra credit for TXV :-) ...seriously, I wonder if the coil temp is incorrect?

System is American Standard CUC...4 ton.
