Yes, this is the access to to a mech. room

multimillion dollar job and no reason why it could not be a regular door.

Looks like a broom closet door.
I believe it though.
Seen a nursing home once where you had to walk through a wheelchair washing station to get into the boiler room.

I worked on a townhouse, that had the door in the back wall of a bedroom closet (Reminded me of 'The Lion, The Witch & the Wardrobe'). The bad thing was, that was the only access to the filter, and the door could only be opened if the closet was emptied, and the clothing rod was removed. The door hit the rod as it opened.

Find out who the architect was on the building and send them a bill for the extra work done to cut a hole in the wall to get equip. in or out. This is pure incompetence and negligent.
