2 Stage Furnace and Temperature Rise

For a 2 stage furnace, is the printed temperature rise range valid no matter which stage it is in? Or, is the printed range for the second stage only?

Furnace inspected was an Amana GUIV070FX40 with printed temperature rise range of 30-60 degrees, and I was getting a 21 degree delta.

Furnace seemed to be working just fine, but the delta didn't seem to jive.

Its the allowable temp rise in either stage.
