I've seen them here and there Several electricians I've worked with tell me that the receptacles are installed inverted because there is a switch on the wall with the light switch that can cut off power to that receptacle. It's turned over so that people might realize "don't plug in something critical here", if the switch is turned off, what's plugged in stops doing anything.

The electrical outlet follows current practice for hospitals and some industrial locations. If the plug is not fully inserted and someone drops a metallic object so that it falls in the gap it will hit the ground pin before it hits the live terminal.

I worked in a calibration lab once where the Tech there said he was working on a piece of equipment while wearing a gold chain and as luck would have it it connected with the hot terminal. (Metal framed bench with an electrical outlets along the front) Fused the chain to the bench before it blew the breaker. After his heart stopped racing he flipped all the outlets so the ground pin faced up.

In a hospital, which my guess is the location of the picture, if something critical needs to be plugged in it is plugged into a red socket. The color red signifies that it is on an emergency circuit and in the event of a power failure the backup power system will continue supplying power.
