compressor won't restart

After i let this split system run for a while and shut it off. It won't restart right away. When I do restart it, the contactor pulls in and the condenser fan starts but no compressor. The unit will start and run fine. the thermostat makes temp. and shuts the unit off. when the t-stat, call for cooling again, only the outside fan turns on. I'm assuming a bad or weak compressor. Can anyone tell me something i'm missing? And also what is meant by weak compressor?
