I'm performing a detailed Manual J (Block load only) on a house in Valencia, Spain.
This home is of a monolithic construction, i.e. it's floors are concrete slabs (poured into forms) and supported by reinforced concrete pilers.

The house has three levels with the unconditioned basement (level 1) being below grade (MJed8 construction number 21, page 126). Level two is fully conditioned making it a partition floor.

Being that level two is a partition floor the suitable MJed8 floor construction type is:
Number 19 - Floor Over Enclosed Unconditioned Crawl Space or Basement.
Now while it makes no mention of construction material, the notes on page 128 state: 8) The whole-panel R-value and corresponding U-value for floors on joists (constructions 19 and 20) are for 16 inch joist spacing (90 percent panel and 10 percent framing).

This statement implies floor type 19 is of a wooden construction and will obviously have different thermal qualities to solid concrete.

With the Partition Temp Difference (PTD) for heating and cooling known, what U value should I adopt for various thicknesses of concrete slab?
