A link shows how cash-strapped states may (http://www.desmoinesregister.com/article/20090116/NEWS10/901160372/1001/) push the gaming of the poor into the private-sector. Now they can oversee the tax on stupidity rather than administer it outright. Guess they'll claim plausible deniability to the drain itself on po' folks money should anyone ever actually call the state lottery on the carpet.
I thought Dems were here to protect the poor from the "greedy private sector."
