I am a residential homeowner. It's a brand new home/brand new system. Is it normal for the outside unit of my heat pump to be constantly cycling on/off? When it's running, the unit sometimes cycles on and off every 15 seconds. Is this normal or should I have somebody come out and take a look at it?

That's not normal, call your builder/installer.

Switch it to emergency heat, until someone can check it.

Rapid cycling like that can be harmfull to the compressor.

Sounds like cycling on low pressure switch. Yes, get it off and get the dealer back to find & fix the leak.
