Has anyone heard of some sort of control installed on a residential refigerator for low ambient conditions such as in a garage in the winter. Someone I know said a parts salesman at the local parts house told him about a control that could be added.

It ts a heater that wraps around cold control. :)

What kind of control do you want my experence is that they work just find outside unless you need crankcase heater.

Rig the light to stay on inside and put another bulb down by the tin can :p

crankcase heater (as already stated)
and fan cycle control if there is a fan

just like any other hvacr equipment

just like any other hvacr equipment On the contrary, we are talking a "Domestic Refrigerator". The information I posted is from Frigidaire Factory Service. :)

Would depend on type of condenser, but you could come up with something.

My freezer is in the basement. (upright with outer skin condenser) I put a piece of styrofoam board behind it in the winter. Seems to work fine. It is probably a little overcharged anyway. 409 system, so it probably runs a little warm anyway. It has been running for about 8 years this way.
