Can anyone recommend a good energy cost savings calculator to estimate R.O.I.
for control system.

This may or may not fit your needs, but we have used the free energy modeling tool, EQuest, from the Department of Energy in the past. You can set up your building construction, loads, HVAC systems and plant equipment using the wizards. Once that is complete, you can apply a selection of energy savings measures to the model and use the difference between the baseline and the projected energy usage to determine annual savings.
