Evapco tower fill

I have a tower fill replacement in an older Evapco tower that has had at least one fill replacement in the past.

There is no cat walk or rail around the top, only a ladder up the back.

I am thinking of a couple of scissor lifts to do the job, and maybe having a small crane on site to handle the in and out of the fill-safer and quicker.

Any ideas or cautions would be appreciated.
