Thermostat or Boiler?

I have a Gas Boiler that on occassion will not ignite yet I hear the circulation pump. I'll have to turn off the heat at the thermostat and wait for awhile and turn back on. I have a Hunter programable and I've not heard good things. Does this sound like a boiler or thermostat problem?
