I asked my contractor if there was a way to reduce the noise coming from my HP. One of the solutions he proposed was to add a speed controller for the fan that would regulate the fan speed according to the outdoor temperature. He said that the hotter it gets the faster the fan would spin.
Normally does a HP fan spin at 100%?
Has any installed one of these controllers?
The cooler the outdoor temperature gets would the fan spin faster?

Are you sure that fan is the problem?
What is making all that noise: compressor, grill, fan?
Is unit even level? Tried rubber feet? blanket?

How well would that work when the fan needs to be at full speed in the winter?You would need to add something other than just a head pressure control.
Some of the new units can hardly be heard standing right next to them.Instead of doctoring up a builder grade heat pump get a new high efficient & quiet one!

sounds like he wants to install a bandaid, he should fix the real problem, normally on residential systems
those controllers are not needed, plus in the winter unless controller is locked out the heat pump will malfunction!
