I have a one year old Goodman seer 13, 3.5 ton heat pump with 20 kw back-up heat strips. I've noticed that the compressor and fan are running when the outside air temperatures are below 20 degrees. Is it possible to extract heat from the air at temperatures down to 5 degrees? Also, I notice the unit cyles through a two minute mode where heat is emitted from the outside coils. Is this a defrost cycle?

It is working fine. You can get heat at that temp., but some of your back-up heat strips are running with the heat pump to assist heating when it is that cold outside. Yes, that is a defrost cycle and it is normal as well.
