York BP150 Package Heat Pump control Problem

York BP150C00N2AAA3 with no heat.
The book was not kept in the unit and as I do not service many York HP's I am not familar with control board codes.
2Blinks
7 and 8 blinks are low temp at evap coil compressor lock out.
previous fault said 9 blinks electric heat limit trip.
I searched the unit for the limit switch. Only one found was klixon in electric heat panel - it tested good.
I assume the comp. lock outs are due to extreme low tempoerature outdoors.
I tried York site on net for control literature with no luck.
Can anyone point me to a website for tech. info on these controls.
The cotrol board part # is 031-01934-001.

if it went out on high temp limit, then low evap temp,

that would lead me to believe you have an air flow problem!
