I live in North Carolina. My VSM Air Handler has dipswitch settings that allow for +10% and -15% air flow. Under what conditions should I increase or decrease air flow? As of now, it is set to +10% and all seems well. The manual states to "select airflow to fit your requirement". HVAC tech did not explain what the requirement is after install or whether it should be changed at any point in the year for better effeciency.

The tech was suppose to have set it up for you when he installed it.
Each installation is different.

With proper setup at installation, there would be no need to change it at any point in the year.
Plus 10%(assuming over standard 400 cfms per ton) will not do well in the summer to dehumidify.
Post all the model numbers and tell us your climate for more information.

I live in NC and the temps rarely fall below 30 degrees in the winter. We have generally high humidity and 80's and 90's in the summer.
Heat Pump Specs:
Goodman 5 ton 13 SEER & 8.4 HSPF
Air Handler is variable speed AEPF42601-BA
Heat Pump is CPLT60-1B

The minus 10 or 15% percent will dehumidify much better in cooling and provide hotter supply air in the heat pump mode.
Using the plus,will add a small amount of efficiency ,but I'd rather have the comfort.
Also in cooling many homeowners find they run the temp. lower during mild cooling in humid climates,if it dehumidifies better(lower air flow),then they don't need to set the temperature lower.
You may want to ask about "controls" that allow you to set the indoor humidity desired(like 55% for cooling),and then run it at the minus number when the indoor air needs dehumidification.I think Honeywell makes a stat that will work with your system.
