Had a home inspection done on a new home and was told that the air handler and condenser tonnage "did not match" on one of the units the air handler was 2 tonne and the condensor was a 3 ton unit. Is this appropriate and if not what are the consequences of this mismatch?

Often what appears to be mismatched by # are in fact appropriate. If you'll supply model #'s from all products, aprox age etc - I'll see what I can do to verify.
Im going to have to say NO. even if he has a 13 seer indoor and a 10 seer outdoor he more than likely has a 2 ton blower. and if its a heat pump. WOW
what may happen is short compressor life.

I think this is another example of a home inspector thinking he knows all things HVAC but doesn't. Personally, I think home inspectors should stop pretending to know what they're talking about when it comes to HVAC.
What we need from you, rajdg, is make, model & serial #'s printed on both the air handler & condenser. Then we'll be able to answer your question.

Without brand and model numbers of the equipment, the OPs question cannot be answered.

You need a lot of airflow with a heat pump. I would have a good tech check the ductwork and actual airflow to determine if changes need to be made.
It does sound like a possible mismatch that should be checked out.
