Our union doesn't allow anyone to be dispatched with a current contractors licence. I have no clue what he means, sorry.

It depends on where you are located. And what rules apply there.

For example. I have a Masters contractor state of Ohio license. With the union I have a journeyman card. Then there are cities that require a local contractor license to work in their town. So I have various Master and journeyman cards for cities. To work in one city I have an apprentice card.

Its a local question.

it will also depend upon the type of work you intend to do -- elec | plb | build a chase | build a utility rm | put in a gyp drop ceiling | HVAC ----

Here the unions do not want the guys to have a contractors license because it is competion. It is strange that the state license is a must and is seen as a journeyman card it seems. A journeyman HVAC person cann't pull a permit with out a state license.

We have the same ridiculous local licenses as well in Florida -- bypass local by getting state licensing.

From this post, I get the feeling that a state might be strong arming the unions to mandate state or local licensing. For this reason, I would say get both the union wage and the state license.
