Not sure what the "new" rules are, but the encapsulation system I use is much more than a vapor barrier. We Install a 20+ mil liner that the manufacturer provides a 25-year warranty against tears. We also provide humidity control through the use of sensors and a dehumidifier. Finally, we provide a water removal system in case of standing water.
