I have an Intertherm heat pump 2 years old and the coils are rusting on the ends (the steel part). Would it be OK to paint the ends with a rust preventive paint?

Don't expect it to help much, though. The other side of this steel "tube sheet"will be unpanitable and it is rusting also.

wertach... an honorable attempt at preventive maintenance..but you're wasting your time.
You'll never get a bond between the copper & galvanized - you can't get inside the coil struts & you certainly won't get to the back side of the coil you can't see.
Metal will rust, just like a new muffler on a car - you can't stop it- it's part of the dust to dust program.

It would be impossible to prevent the coils from rusting since this area has constant moisture even if painted the paint breakdown in a matter of weeks.
