Man electrocuted while installing gutters on Orono house

ORONO, Minn. (AP) A man was electrocuted Wednesday while installing a gutter on a home here, authorities said.
The 33-year-old man and another worker were installing aluminum gutters about 25 feet off the ground when a power line touched the gutter, sending electricity through the gutter and into the man, who then fell to the ground, KMSP-TV reported.
His name wasn't immediately released.
The other worker was also shocked but survived, according to the station. The men were working for Lacina's Leafaway, a Mankato company.

Watching the news report I noticed that the gutter was laying across some high voltage power lines and went to the house where the two workers were working. The ladders were aluminum extension ladders and they were working at about 25' just at the upper level soffit. The report stated that the lines carried about 8000 volts.
The report made mention that OSHA may not be called to investigate? I thought they had to in cases of death of an employee.
