I did a google search and typed in Menachem Begin + master race. There does seem to be some fact behind this quote and not just "quote mining" as asserted by some.

There is no race, culture, creed or sect known as the "Palestinians".

They are a made up group of people who came together to make false historical claims on Isreali territories and garner support from sypathetic world communities.
Any Arab who moves to Gaza can call himself "Palestinian" because there is no such thing.
