AC unit ERV Urgent Request

Happpy Independence!
QUESTION: I have an ERV installed, and every time the AC comes on, one of the tiny horizontal wires arcs, producing a spark.
Is this normal?

Arc's are never normal except for bug zappers. Turn it off and get it looked at.
