Do All Hvac systems need a liquid line filter drier?

They don't need one to run... so to speak. But it will help it run longer by keeping the moisture and trash from getting where it shouldn't.

Keep in mind a lot of units now come with a filter/drier inside the unit, so you may not see one on the outside.

Every HVAC system should have a filter-drier installed. Not an essential component in so far as a filter-drier is not necessary to the cooling cycle but the filter-drier will help protect the system.

I would never install a system without one. And, I would always replace it each time I opened the system for service.

None of them "need" one but all of them should have one.

Require filter dryer, especially for hermetically sealed air conditioners. Example is a window air conditioner.

However, the installation has to be controlled, without any moisture ingress. Servicing is normally not possible at the client's place.
