I think that's how it works. The longer that you stay in a particular country the lower your score drops.

They try to keep new higher scores comming in to raise the overall average of the population.

We've actually dropped the scoring system in the US, all together. Now they will let in any Juan, Jesus or Miguel.

I was in Toronto last weekend, stopped by my favorite LCBO in Queens Quay hwy. that one has a tasting bar and everything,a buck fifty will buy you a sample of $160 a bottle Gran Marnier, you are allow two samples only (4 if you bring the wify), from there we went to the Dukes of Argyle and ate there.
all liqeur stores in Canada are government own and opperated,also the exchange rate sucks big time,Why would anyone want to move there is beyond my comprehension.

I dont know about poverty there, seen lot of bums and hookers in the streets, thanks god for our second amendment!!
