The President has a new, even lower approval rating (http://www.bloomberg.com/apps/news?pid=10000103&sid=azX3JBNur5XU&refer=us) and you didn't post it. Just wanted to make sure everything was ok..
Now, for the geographically and/or mathematically challenged, USA Today and Gallup are both out of D.C.
If we go back and check the 2004 election results, we see that the District of Columbia went 90% for Kerry, vs 9% for Bush.
So, what they're really saying is that Bush's approval rating there has increased 244% [from 9% to 31%] since the last election.

Poll methodology requires the samples be drawn from all areas of the U.S. proportional to their population.
So ralph's conclusion is factually incorrect due to his lack of knowledge of how polls are conducted.

In addition to sampling error, question wording and practical difficulties in conducting surveys can introduce error or bias into the findings of public opinion polls.
Hey, do you remember a couple years ago when that election got called a little bit too early because of some public opinion polls? :D

67% of the pipefitters I just surveyed report that the President is doing a great job. 33% have no opinion.

Polls are as useless as the people who swear by them.

The thing I find most interesting about polls is when you look at measurable results such as voter polls, the margin of error is always reported as a +/- 3 points.
When the voting is over the polls are usually more than 10 points off.
Who exactly determines these margins of error? Forrest Gump?
Sadly, there is no way to measure the accuracy of an approval poll. We will never know if the pollsters are taking liberties with their venue.
