I have a apt complex that want to install attic fans on roof to remove heat in summer.can anyone tell me of a way to determine how much square inch is available in regards to return air to attic, the soffet vents or ridge vent?
I wonder if you could try again and rephrase your question. While I am a homeowner and not your intended audience, I had trouble understanding the original question and wonder if everybody else did too.

to remove hot air from an enclosed space (attic) by a means of a exhaust fan.would require a louver intake so not to create negative preasure affect. I did get a answer of 1/300.
1 sq ft for every 300 sq ft of attic space.so a 900 sq ft attic space would need 3 sq ft of non-restricked ventalation devided by 2 = 1 1/2 exhaust and 11/2 intake

an inlet louvre still works because the attic is negative
sounds like a code requirement to avoid ice dams in winter to me

I have lots of vent & intake area, use power vent fan in upper attic of split level = $0.05/da BUT, be careful to get sturdy fan -- mine is 30y/o.
