SLP98V fan

I have this Lennox modulating furnace and the icomfort thermostat.
I usually have my fan at circulate, however when I have it like that the fan doesn't kick in in full speed, the problem with that is some of my return ducts are not sucking enough air ( I did the napkin test) and thus might be creating positive pressure.

I kicked in the thermostat high and the fan went full speed and did the napkin test again and it actually got stuck to the duct this time...

I want to try to create a better ventilation in the house. One of my rooms smells like the air is stale in it when I open the door.

Should I program the icomfort to make the fan blow faster . Is it worth it ?
Even when I have the fan setting as On , the fan is slow....
If its worth it can someone walk me on how to do this....

The returns shouldn't hold a napkin when the VS blower is on low speed/CFM.

Its not creating a positive pressure in those rooms.

So I should leave it alone on circulate?

The reason I want more ventilation is I am getting some condensation and some frost on my basement windows..
I have shut off the humidifier completely. The temp outside is around 16F

The humidity in the main level is around 18% , downstairs in basement around 35% (walk in basement)

So I think creating better ventilation will overcome these issues, what do you think...

Just let the blower run on low to keep the air mixed.
