What is minimum seer rating and HSPF on air source heat pump with electric backup heat for energy star rated home? All info I have seen states 14.5 seer and 8.5 HSPF, although builder is installing 13 seer, 8 HSPF. Can builder get away with this by doing better in other areas of the build such as insulation??? Any info woiuld be much appreciated!
